Home First: Stability and Opportunity in Out-of-Home Care

In this report, the concept of “Home First” is introduced for those children who require long-term, non-kin placements. The term connotes a placement engendering stability and continuity; in conjunction with an evaluation historical, theoretical, empirical evidence surrounding different forms out-of-home placement, including group-care placements foster family care. light these observations studies, report will argue that major factor, perhaps necessary if not sufficient condition, successful child development. It initiation new focus on creation long-term positive stable residential within care system show such can have contributed to development healthy, happy, adulthoods.
